Cyberport's "AI for All" Inclusive Program Officially Launched: Bringing Artificial Intelligence into Every Household and Sharing the Benefits of the Digital Age

On July 29, 2026, the fifth phase of Hong Kong Cyberport's "AI for All" Inclusive Scheme was successfully launched with a grand opening ceremony and experience day. Professor Sun Dong, Secretary for Innovation, Technology and Industry, officiated and delivered a speech, joining Cyberport Chairman Chan Sai-ming, CEO Dr. Cheng Chung-yan, and representatives from various partner organizations to witness the official launch of this important scheme, driven by the Hong Kong SAR Government and with Cyberport responsible for the basic accessibility aspects. More than 15 interactive AI booths were set up, showcasing how artificial intelligence can be integrated into daily life, attracting many citizens, students, parents, and the elderly to participate, creating a lively atmosphere. This was not just a launch ceremony, but also marked a crucial step forward for Hong Kong in promoting the popularization of artificial intelligence, bridging the digital divide, and achieving digital inclusion.

The "AI for All" Inclusive Scheme is an important component of the Hong Kong SAR Government's "AI for All" strategy. The 2026-27 Budget allocates HK$50 million to invite three public organizations—Cyberport, Hong Kong Science and Technology Parks Corporation, and Hong Kong Productivity Council—to collaborate with technology companies, tertiary institutions, and social organizations in a tiered collaborative model to organize over 200 events. The total number of beneficiaries is expected to reach approximately 50,000 people, covering the 2026-27 and 2027-28 fiscal years. The plan's objectives are clear: to enhance students', youth's, and the public's understanding and application of artificial intelligence, cultivate AI literacy, and vigorously promote a culture of responsible AI use, truly bringing technology into every household and allowing all Hong Kong citizens to share the benefits of the AI ​​era.

In his speech, Secretary for Science and Technology, Mr. Sun Dong, emphasized that artificial intelligence has become a key element in enhancing core competitiveness and a universal language transcending national borders. Hong Kong views AI as a key industry and has established a development policy of "AI industrialization and industrial AIization" to empower Hong Kong's overall development. In addition to promoting technological innovation, increasing application scenarios, and developing computing infrastructure, enhancing the public's understanding and even ability to use AI is equally crucial for promoting the comprehensive development of AI. He pointed out that Cyberport, as one of the organizers of the project, focuses on supporting students, parents, the elderly, and vulnerable groups, including ethnic minorities, people with special educational needs (SEN), and people with disabilities, from the perspective of "basic accessibility," to popularize AI awareness, cultivate literacy, and implement digital inclusion. Secretary Sun Dong specifically mentioned that many technology companies have already moved into Cyberport Phase 5, and its completion will further enhance Hong Kong's capacity in the fields of AI, big data, and digital technology, providing more diversified R&D and collaboration spaces for innovative technology companies.

Cyberport Chairman Chan Sai-ming stated that as Hong Kong's digital technology hub and AI accelerator, Cyberport actively works with the SAR government and partners to promote the "AI for All" inclusive plan, striving to narrow the digital divide between different social strata. Currently, Cyberport brings together more than 2,300 technology companies, of which more than 500 focus on AI and big data, forming a strong technical support force. The plan will promote AI accessibility and actively advocate a culture of responsible AI use through three major action plans:

First, popularizing AI experience among all citizens to promote cross-sectoral inclusion. Cyberport will host an AI Carnival and interactive experiences, collaborating with partners, non-profit organizations, and social enterprises to bring AI into the community. This will provide tailored workshops for the underprivileged, women, ethnic minorities, people with disabilities, and the elderly, along with multilingual support and volunteer assistance. Cyberport will also collaborate with schools and educational groups to integrate AI education into classrooms and extracurricular activities, encouraging parents to learn alongside their children. For students with special needs (SEN), Cyberport is partnering with special schools, social welfare organizations, and education experts to explore the application of AI assistive tools. Combined with professional teacher guidance, this will provide appropriate learning support for students with special needs, truly promoting digital inclusion for all.

Secondly, Cyberport will comprehensively enhance AI literacy and safeguard digital security. In collaboration with educational institutions, social welfare organizations, and industry partners, Cyberport will launch a systematic AI literacy training and mentoring program. The program will cover AI fundamentals, practical applications, social impact and ethical issues, as well as cybersecurity knowledge. Through expert exchange opportunities, it will strengthen citizens' information security awareness and ability to distinguish truth from falsehood, cultivate critical thinking, and learn to use AI responsibly, thus consolidating overall digital security.

Thirdly, Cyberport will cultivate talent and promote innovation implementation. Through the Cyberport Academy, a tiered talent development program is being implemented to provide students with AI-enhancing courses and competitions, cultivating their interest and technical skills; and to provide teachers with professional training to improve their AI teaching standards. Simultaneously, collaborations with community organizations and non-profit institutions are underway to organize study tours, promoting cross-sectoral exchange and cooperation, driving the implementation of innovative applications, further strengthening Hong Kong's international competitiveness, and allowing the public to share in the fruits of AI technology development.

The program offers a rich and diverse curriculum, including AI literacy and responsible AI, AI fundamentals and practical applications, AI-driven creativity and innovation, AI tools for learning and productivity enhancement, future career paths in the AI ​​era, and cybersecurity in the AI ​​era. The target audience includes primary and secondary school students, parents and families, the elderly, and members of the public interested in AI and wishing to learn more. Activities include interactive workshops and hands-on learning, expert-led training courses, family and school participation activities, AI ethics and safety education, AI practical application seminars, and an AI carnival, allowing participants to truly master AI skills through engaging and interactive experiences.

The experiential day at the launch ceremony was particularly wonderful. The "AI for All" inclusive program features a precisely designed tiered collaborative model: Cyberport is responsible for the basic popularization layer, focusing on serving students, parents, the elderly, and disadvantaged groups; Hong Kong Science and Technology Parks focuses on promoting professional transformation, targeting university students, young researchers, and professionals, transforming AI knowledge into practical and employable skills through advanced classes, application competitions, internships, and career fairs; and the Hong Kong Productivity Council focuses on practical enhancement, serving SMEs and working professionals, providing AI training and optimization for workplace scenarios, promoting industry sharing, and improving efficiency and competitiveness. The three organizations each fulfill their respective roles, avoiding resource overlap while forming a complete AI education ecosystem.
